Call for Papers: the 4th International Conference on Accessible Tourism, 2011

The 4th International Conference on Accessible Tourism (ICAT) will be held on 11-13 April, 2011, Taipei, Taiwan. ICAT is now calling for papers. The deadline for abstract submission is 1 February, 2011.

Asia Pacific Disability Forum(APDF) and Eden Social Welfare Foundation are delighted to welcome you to attend the 4th International Conference on Accessible Tourism (ICAT) at NTUH International Convention Center in Taipei, Taiwan.

As every country around the world actively promotes tourism, many elders with mobility challenges and persons with disabilities also want to enrich their lives through travel experiences in domestic and foreign countries. The targeted market of accessible travel is very broad. In addition to persons with disabilities , pregnant women, infants, children, and senior citizens also need “accessible” vacations.

We are grateful to the international and local experts and speakers for sharing their expertise, knowledge and perspectives. 「身心障礙組織與國際援助發展經驗分享」工作坊

根據聯合國估計，全球約有6.5億身心障礙者，約佔全球人口的百分之十。全球的身心障礙者中，約有百分之八十居住在發展中國家，並且大部份處於貧窮。目前估計，全球極端貧窮的人口中，也就是每天以低於1元美金維生，並缺發基本需要如食物、清潔飲水、衣物以及居所的人當中，五人有一人是身心障礙者。發展中國家的身心障礙者，無疑是弱勢中的弱勢。

伊甸基金會在此誠摯邀請您一同關心身心障礙與國際援助議題，讓我們一起把愛傳出去！

「國際接軌 權利躍進」研討會發表「促進聯合國身心障礙者權利公約落實宣言」

聯合國「身心障礙者權利公約」

(The Convention on the Rights of Persons with Disabilities)，

2006年8月在108個締約國同意下通過，並於2008年5月3日正式生效，成為21世紀第一個人權公約。這也是第一部保護身心障礙者權利且具有法律約束力的國際公約，強調身心障礙者要與一般人同樣受到公平機會待遇，充分享有參與公民、經濟、政治、社會和文化生活等各個層面的權利和自由。此外也確立身心障礙者的人權地位及國家政府的責任與義務。

　　推動公約的落實，已成為世界各地身心障礙福利界的目標。雖然台灣非聯合國的會員國，但是台灣的身心障礙團體認為人權是普世的價值，應該和國際接軌。殘盟與伊甸在2008年12月8-9日合作舉辦的「國際接軌‧權利躍進」國際研討會中， 9位來自瑞典、澳洲、日本、泰國、韓國、新加坡、香港等國家的身心障礙者及倡權團體代表，與台灣的主辦單位共同簽署了 “促進聯合國身心障礙者權利公約落實宣言”，承諾將組成國際合作平台，共同推動及監督公約的落實。主辦單位也將此國際合作宣言譯成聯合國使用的六種官方語言 (中文、英文、法文、俄文、西班牙文、阿拉伯文)，期盼有更多世界各地的組織加入

Statement for Promoting the Implementation of the UN Conventio on the Rights of Persons with Disabilities

On 8 and 9 December 2008, in“Proud to be Myself, Citizen Rights of Persons with Disabilities International Conference held in Taiwan, all participating organizations, in matching the spirit of the UN Convention on the Rights of Persons with Disabilities (CRPD), adopt the following statement:

1. We promote, respect and support any affirmative action towards the fundamental freedom, human rights and dignity of persons with disabilities.

2. We urge organizations of and for persons with disabilities to work together to strengthen international cooperation and to enable persons with disabilities around the world to participate in international affairs concerning the monitoring and implementation of the Convention.

3. We will promote and co-monitor the implementation of the CRPD and its optional protocol in every participating country.

4. We will support and contribute to existing information exchange network to:  Develop the rights of persons with disabilities through sharing of information and experience;  Promote the exchange of information and all related matters in the disability community; and acilitate the self advocacy movement of persons with disabilities in every participating country

5. We will, through networking activities, facilitate and promote cross national coordination and advocacy for the rights of and services for persons with disabilities in every participating country.

6. We will support and contribute to existing international networks to promote cross disability implementation of the CRPD.

Déclaration pour la Promotion de l’Exécution de laConvention de l’ONU sur les Droits des Personnes atteintes d’Infirmités

Les 8 et 9 Décembre 2008, dans“Fier d’être moi-même, Conférence Internationale des Droits Civils des Personnes”atteintes d’Infirmités qui se tenait à Taiwan, toutes les organisations participantes, dans l’esprit de la Convention de l’ONU sur les Droits des Personnes atteintes d’Infirmités (CDPI), (en anglais CRPD), adoptent la déclaration suivante:

1. Nous promouvons, respectons et soutenons toute action affirmative allant dans le sens de la liberté fondamentale, des droits de l’homme et de la dignité des personnes atteintes d’infirmités.

2. Nous encourageons vivement les organisations des et pour les personnes atteintes d’infirmités à travailler ensemble pour renforcer la coopération internationale et pour permettre aux personnes atteintes d’infirmités dans le monde de participer aux affaires internationales concernant le contrôle et l’exécution de la Convention.

3. Nous promouvrons et contrôlerons en coordination l’exécution de la CDPI et de son protocole optionnel dans chaque pays participant.

4. Nous soutiendrons le réseau d’échange d’informations existant et contribuerons pour:  Développer les droits des personnes atteintes d’infirmités par le partage de l’information et de l’expérience;  Promouvoir l’échange d’informations et de tout problème lié à la communauté d’infirmité; et  Faciliter le mouvement d’auto soutien des personnes atteintes d’infirmités dans chaque pays participant

5. Nous faciliterons et promouvrons, à travers le réseau d’activités, la coordination entre les nations et le soutien des droits et des services pour les personnes atteintes d’infirmités dans chaque pays participant.

6. Nous soutiendrons les réseaux internationaux existants et contribuerons pour la promotion de la mise en application entre infirmité de la CDPI.

Положение об исполнении Конвенции США по правам лиц с инвалидностью

8 и 9 декабря 2008 года на «международной конференции под заголовком Я горжусь собой – гражданские права лиц с инвалидностью», которая проводилась в Тайване, все участвующие организации, солидарные с духом Конвенции США по правам лиц с инвалидностью (CRPD), приняли следующую декларацию:

1. Мы способствуем, уважаем и поддерживаем любые позитивные действия, направленные на основополагающие свободы, права человека и чувство собственного достоинства лиц с инвалидностью.

2. Мы призываем организации лиц с инвалидностью и также работающие для этих лиц объединить усилия для укрепления международного сотрудничества и дать возможность лицам с инвалидностью со всего мира участвовать в международных делах, касающихся мониторинга и исполнения данной Конвенции.

3. Мы будем содействовать и участвовать в совместном мониторинге по исполнению Конвенции США по правам лиц с инвалидностью (CRPD) и её протокола, составляемого по желанию, для каждой участвующей страны.

4. Мы будем поддерживать и вносить свой вклад в существующую сеть обмена информацией для того, чтобы: разработать положения о правах лиц с инвалидностью в ходе обмена информацией и опытом; активизировать обмен информацией и все связанные с ним вопросы в кругах общественности лиц с инвалидностью; и содействовать движению по самозащите прав лиц с инвалидностью в каждой участвующей стране

5. Мы будем содействовать и способствовать через сеть обмена информацией межнациональной координации и защите прав и услуг для лиц с инвалидностью в каждой участвующей стране.

6. Мы будем поддерживать и вносить свой вклад в существующие международные структуры для продвижения исполнения Конвенции США по правам лиц с инвалидностью (CRPD) в международном масштабе.

Declaración para promover la implementación de la Convención sobre los Derechos de las Personas con Discapacidad de las Naciones Unidas

Los días 8 y 9 de diciembre de 2008, durante la conferencia internacional celebrada en Taiwán bajo el título «Orgulloso de Mi Mismo: Conferencia Internacional sobre los Derechos Ciudadanos de las Personas con Discapacidad», la totalidad de organizaciones participantes, en consonancia con el espíritu de la Convención sobre los Derechos de las Personas con Discapacidad (CDPD) de las Naciones Unidas, adoptó la siguiente declaración:

1. Promovemos, respetamos y apoyamos cualquier acción afirmativa en pos de la libertad fundamental, los derechos humanos y la dignidad de las personas con discapacidad.

2. Instamos a las organizaciones de y para personas con discapacidad a colaborar entre sí para reforzar la cooperación internacional y posibilitar la participación de las personas con discapacidad de todo el mundo en los asuntos internacionales relativos a la supervisión e implementación de la Convención.

3. Promoveremos y supervisaremos conjuntamente la implementación de la CDPD y su protocolo opcional en cada país participante.

4. Apoyaremos la red de intercambio de información existente y contribuiremos a ella con el fin de: q desarrollar los derechos de las personas con discapacidad por medio del intercambio de información y experiencia; q promover el intercambio de información y todos los asuntos relacionados en la comunidad de discapacitados; y q facilitar el movimiento de autorrepresentación por parte de las personas con discapacidad en cada país participante.

5. Mediante actividades de trabajo en red, facilitaremos y promoveremos la coordinación entre países y la reivindicación de los derechos de las personas con discapacidad y los servicios adecuados para ellas en cada país participante.

6. Apoyaremos las redes internacionales existentes y contribuiremos a ellas con el fin de promover la implementación de la CDPD en lo referente a la multidiscapacidad.

بيان لتعزيز الالتزام بتنفيذ اتفاقية حقوق الأشخاص ذوي الإعاقة الصادرة عن الأمم المتحدة

بيان لتعزيز الالتزام بتنفيذ اتفاقية حقوق الأشخاص ذوي الإعاقة الصادرة عن الأمم المتحدة أصدرت كافة المؤسسات المشاركة في ”أنا أفخر بنفسي، المؤتمر الدولي لحقوق المواطنين من الأشخاص ذوي الإعاقة“ المنعقد في تايوان خلال يومي 8-9 ديسمبر 2008، والذي دارت فعالياته حول تفعيل الاتفاقية الصادرة عن الأمم المتحدة حول حقوق الأشخاص ذوي الإعاقة، البيان التالي:

1- نحن نشجع ونحترم وندعم أي إجراء إيجابي من شأنه إرساء مبادئ الحريات الأساسية وحقوق الإنسان والحفاظ على كرامة الأشخاص ذوي الإعاقة.

2- نحن نحث جمعيات المعاقين والمنظمات التي تهتم بشؤونهم على العمل المشترك بما يضمن تعزيز آليات التعاون على المستوى الدولي بالإضافة إلى تمكين الأشخاص ذوي الإعاقة من مختلف أرجاء العالم من المشاركة في الشؤون الدولية المتعلقة بمراقبة الالتزام ببنود المعاهدة ووضعها موضع التنفيذ.

3- نحن نتعهد بالعمل على المراقبة المشتركة لتنفيذ بنود المعاهدة وبروتوكولها الاختياري في كافة الدول المشاركة.

4- نحن نتعهد بدعم شبكة تبادل المعلومات الحالية والإسهام فيها بما يضمن: q تعزيز حقوق الأشخاص ذوي الإعاقة من خلال مشاركة المعلومات والخبرات q تفعيل عملية تبادل المعلومات وغيرها من الأمور ذات الصلة في أوساط المعاقين q تشجيع نزعة التعبير عن الذات لدى الأشخاص ذوي الإعاقة في كافة الدول المشاركة

5- نحن نتعهد بالعمل على تيسير وتعزيز التنسيق المشترك على المستويات الوطنية والدفاع عن حقوق الأشخاص ذوي الإعاقة والخدمات المقدمة لهم في كافة الدول المشاركة وذلك من خلال الأنشطة المشتركة.

6- نحن نتعهد بدعم الشبكات الدولية الحالية والإسهام فيها بما يضمن تعزيز عملية تنفيذ بنود المعاهدة على أرض الواقع.

Eden urged the government strengthen training programs for PWDs

Eden Social Welfare Foundation organized The 1st International CEO with Disabilities Symposium on 2nd and 3rd August in Taipei and Taichung to push for the government to build up training programs for people with disabilities as they desire to join the job market. People with disabilities need training for more advanced and sophisticated skills that meet the requirements of the jobs in society, said Eden. "Having a mental or physical disability is not equal to lack of capability," said Eden's chief executive officer, Mr. Huang Jow-song, who believed that the value of the labor of workers with disabilities should be re-evaluated.

Famous advertising executive Jerry Fan, himself confined to a wheelchair, urged Corporate to hire more people with disabilities, for they are stable and optimistic. "If you think that blind people can only work as masseurs, they will never have a chance to do other things," said Jerry Fan. According to a survey that Eden conducted in July. There are more than 70 percent of employers are satisfied with the attitudes of workers with disabilities on the job. Yet, many of them, also criticized professional training programs for people with disabilities as not meeting their needs. Dorothy Tao, president of the Chinese Human Resource Management Association, expressed that the training programs provided by the government and welfare organizations may be outdated and not aligned with Taiwan's labor market. It is also very important to strengthen cooperation between the government, welfare organizations and the private sector to raise the employment rate of people with disabilities.
