渥太華進程」引領《禁雷公約》於1997年被簽訂的過程是史無前例的。該條約是由許多具結合力與策略性的非政府組織、國際組織、聯合國機構與政府等,共同努力所促成。
The so-called Ottawa Process that led to the signing of the Mine Ban Treaty in 1997 was unorthodox, historic and unprecedented. The treaty is the product of an unusually cohesive and strategic partnership between non-governmental organizations, international organizations, United Nations agencies and governments.

渥太華進程的政治行動發起於1996年,並且在1997年於加拿大渥太華開放簽署《反地雷條約》時,達到活動的高潮。
The political initiative launched in October 1996 and culminating in the opening for signature of the Mine Ban Treaty in Ottawa, Canada, in December 1997 is known as the Ottawa Process.

The Convention on Conventional Weapons? Not a Viable Option

In the Nineties, non-governmental organizations (NGOs) who witnessed the ravaging effects of landmines on a daily basis grew increasingly impatient with the only treaty controlling the use of antipersonnel landmines - the 1980 Convention on Certain Conventional Weapons (CCW). Back in 1993, the French campaign to ban landmines had urged then President Mitterand to call for a review conference to improve the CCW. Mitterand agreed and the date was set for 1995.

然而,1995年六月的審查會議並沒能對《特定常規武器公約》做處任何重大的改變。這使活動者認識到全面的禁止地雷的使用是解決全球地雷危機的唯一方法。同時,就地雷的處理上,各國政府也逐漸面對來自各界的壓力。
However, the 1995/6 Review Conference failed to make any significant changes to the CCW. This confirmed campaigners' belief that a total ban was the only solution to the global landmine crisis. At the same time, governments were facing growing public pressure to address the landmine problem effectively and speedily.

在《特定常規武器公約》審查會議結束時,40個政府表示願意與非政府組織共同支持全面性地禁止使用地雷。
At the end of the CCW's Review Conference process, 40 governments said they supported a total ban and began working with NGOs towards this aim.

The Axworthy Challenge

October 1996 marked a turning point. In Ottawa, 50 governments and 24 observers met in conference to strategize a way to bring about a ban on landmines.

Jody Williams, ICBL Ambassador and co-laureate of the 1997 Nobel Peace Prize, thus described how the Ottawa Process gained momentum with the Axworthy Challenge:

"The primary objectives [of the conference]...were to develop a declaration that states would sign signaling their intention to ban antipersonnel mines and an "Agenda for Action" outlining concrete steps to reach such a ban. We were all prepared for the concluding comments by Lloyd Axworthy, the Foreign Minister of Canada... But the Foreign Minister did not end with congratulations. He ended with a challenge. The Canadian government challenged the world to return to Canada in a year to sign an international treaty banning antipersonnel landmines. Members of the International Campaign to Ban Landmines erupted in cheers... It was really breath-taking."

The Mine Ban Treaty Drafting Process

The treaty was drafted by Austria and developed outside of traditional diplomatic channels, in a series of meetings in Vienna, Bonn, Brussels and Oslo over the course of 1997.

一群有相同想法的政府組成了核心群體,以便與國際反地雷聯盟的成員,或與國際組織例如紅十字會進行合作,協助引領渥太華進程。明顯地,「渥太華條約行」的成員橫跨世界各地,也同時包含了受地雷所影響與製造地雷的國家。
A group of likeminded governments formed a "Core Group" that, in close cooperation with the NGOs of the ICBL and international organizations such as the International Committee of the Red Cross (ICRC), helped to steer the Ottawa Process. Significantly, the "friends of the Ottawa Treaty" spanned the regions of the world and included representatives in both mine-affected and mine-producing countries.

國際反地雷組織在最開始的起草階段即扮演了重要的角色,並貢獻其領域的專業。在所有的外交會議中,我們被給予一個正式的席次以領導這些談判。對於國際反地雷組織與國際紅十字會的貢獻也被寫入條約的前言中。
Contributing its field expertise, the ICBL played a major role in the actual drafting of the treaty, from its earliest stages. We were given a formal seat at the table in all of the diplomatic meetings leading up to the negotiations, and then during the negotiations themselves. The critical importance of the presence and input of the ICBL and the ICRC was specifically recognized in the preamble of the treaty.

《禁雷公約》於19979月於挪威的奧斯陸通過,並由122個國家於1997123日於加拿大的渥太華簽署該公約。其於不到兩年內即施行生效,較歷史上所有同類型的公約還來得快速。
The Mine Ban Treaty was adopted in Oslo, Norway, in September 1997 and signed by 122 States in Ottawa, Canada, on 3 December 1997. It entered into force less than two years later, more quickly than any treaty of its kind in history.

越戰結束後的近40年,寮國境內仍然有8千萬顆集束彈藥遺留下的未爆彈。這些未爆彈仍然有爆炸的可能,並且持續造成人員死亡。全世界有超過30個國家受到這些未爆彈的影響。
Nearly 40 years after the end of the Vietnam war, Laos is still contaminated with 80 million unexploded bomblets from cluster bombs. These indiscriminate weapons remain active and continue to kill for years after they are used. Over 30 countries around the world are affected.

這週在寮國首都永珍,來自全球110國政府代表與400個民間組織代表將一同商定未來五年的65條實行計劃。
This week in Vientiane, Laos PDR, representatives from over 110 governments and 400 civil society organizations will agree on a 65 point concrete plan for the next five years.

自從地雷與集束彈藥被禁止後,各國政府第一次將法律文字轉化為實際行動,來催毀地雷與彈藥庫存,執行除雷任務,與進行受難者援助。
This is the first time since the weapons were banned,  governments now have the opportunity to turn legal words into concrete action to destroy stockpiles, clear land and assist victims.

集束彈藥公約已在201081成為具有拘束力的國際法規定。
The treaty banning cluster bombs became binding under international law on August 1st,2010.

根據估計,越戰之後,未爆彈藥造成寮國約有20,000人死亡。另外,因未爆彈藥造成傷害的人數則不得而知。
It is estimated that 20,000 people have been killed since the end of the Vietnam war in Laos from unexploded ordnance. Nobody knows how many have been injured.

一個集束彈藥可在一天內完成排除,但是一位受難者卻需要一輩子的支持。
A cluster bomb can be cleared in a day, but a cluster bomb victim needs help for life.

Governments must promote rights of landmine and cluster bomb survivors

Geneva, 2 December 2010 - Despite significant advances, hundreds of thousands of landmine and cluster munition survivors worldwide still struggle to see their rights respected, said two global civil society campaigns as they marked the International Day of Persons with Disabilities on 3 December. The Cluster Munition Coalition (CMC) and the International Campaign to Ban Landmines (ICBL) are marking the day with a dance in Geneva parallel to an annual meeting of the 1997 treaty banning landmines.

Firoz Ali Alizada 身為國際反地雷組織條約執行人員,同時也是一位雷傷者,表示「在社會上,地雷與集束彈藥生還者不僅僅是貢獻者,還得是活躍的貢獻者,而非被動的受助者」,「協助地雷與集束彈藥受害者關乎人權,政府應該與受害者合作,致力於增進相關認知與促進受害者權利。」
"Landmine and cluster munition survivors can and should be active contributors to their societies, not passive aid recipients," said Firoz Ali Alizada, Treaty Implementation Officer at the ICBL and a landmine survivor himself. "Victim assistance is a matter of human rights, and governments should work with survivors to increase awareness and promote these rights."

在禁雷公約與集束彈藥公約的脈絡下,受害者是指因地雷或集束彈藥而受到身理、心理、情感傷害的個人或集體,且其經濟和基本權利持續受損。受害者不只包括因地雷或集束彈藥而受傷或死亡的人,亦包括其家人和遭受波及的社區。
In the context of the Mine Ban Treaty and the Convention on Cluster Munitions, victims include anyone who, individually or collectively, has suffered physical, emotional and psychological injury, sustained economic loss or had their fundamental rights substantially impaired due to the use of landmines or cluster munitions. This includes all those injured or killed by the weapons, as well as their families and affected communities.

去年,國際法律架構有三個重大進展,要求國家提供身心障礙者協助。三個進展如下:
The past year has seen three major advances in the international legal framework that obliges states to provide crucial assistance to persons with disabilities, namely:

12009123,第二次禁雷公約 (1997) 審查會議,共156個國家代表,宣布「卡塔赫納行動計畫」,目標是推動五年期以權利為基礎的受害者協助方案。
On 3 December 2009, the Second Review Conference of the 1997 Mine Ban Treaty, which has 156 states parties, issued the Cartagena Action Plan, which aims to ensure that rights-based victim assistance initiatives improve over the next five years.

2200853生效的「聯合國身心障礙者權利公約 (UNCRPD)」,自 2009 年開始施行,包括多數地雷與戰爭遺留爆炸物生還者的國家。
In 2009, the UN Convention on the Rights of Persons with Disabilities (UNCRPD), which entered into force on 3 May 2008, began to be implemented, including in several states with significant numbers of survivors of landmines and explosive remnants of war.

3201081生效的集束彈藥公約 (2008),在20101112舉行第一次會議,宣布永珍 (寮國首都) 行動計畫,決定將聯合國身心障礙者權利公約中以權利為基礎的受害者協助義務轉為實際行動。
On 12 November 2010, the first meeting of the 2008 Convention on Cluster Munitions, which entered into force as binding international law on 1 August 2010, issued the Vientiane Action Plan to translate the Convention's strong rights-based victim assistance obligations into concrete actions.

「在最近幾年,政策與計畫的進展加強了受害者協助,但是地雷與戰爭遺留爆炸物生還者表示他們的日常生活並沒有任何改善。生還者權利與武裝暴力受害者協助協會是全球反集束彈藥聯盟與國際反地雷組織的成員,並以英國人為主要成員。該協會聯絡人Nerina Cevra 表示「在最近幾年,政策與計畫的進展加強了受害者協助,但是地雷與戰爭遺留爆炸物生還者表示他們的日常生活並沒有任何改善。」、「政府需要有更多的措施來填補落差,並使受害者生活有真正的改善。」
"In recent years, progress has been made on policies and plans to improve victim assistance, but survivors of landmines and explosive remnants of war say their daily lives haven't changed much," said Nerina Cevra, Coordinator of Survivor Rights & Victim Assistance at Action on Armed Violence, a UK-based member of both the CMC and the ICBL. "Governments need to do more to close this gap and make a real difference in the lives of survivors."

全球反集束彈藥聯盟與國際反地雷組織,建議政府以五個優先面項來加強受害者協助:
The CMC and ICBL recommend five priority areas for governments to concentrate their victim assistance efforts, including improvements in:

1、協助方案需考量受害者的社會經濟需求:例如,成為社會上具生產力的一員, 並積極融入社會。受害者視這點為最重要的項目。
Socio-economic inclusion: (i.e. being a productive member of the community and fully participating in community life). Survivors themselves identify this as the top priority.

2、協助方案需具可近性:通常,這些協助不能有效地送到最需要的受害者手上,
因為這些方案通常只在都市提供、費用太昂貴以致受害者負擔不起,或是各種物理上的阻礙,對於行動不方便的人而言難以到達,這些身障者包括地雷和集束彈藥生還者。
Accessibility: Too often, services are not accessible to those who most need them, either because they are offered only in city centres, because they are too expensive for survivors to afford, or because there are physical barriers to access for people with disabilities, including landmine and cluster munition survivors.

3、將受害者放入協助方案考量:政府必須確定計畫中包含受害者,使受害者可取得協助方案並評估受害者協助方案。
Inclusion: Governments must ensure survivors are actively involved in the planning, delivery and evaluation of victim assistance programmes.

4、協助資源需可調動:受害者協助方案需要充足且持久的財務、技術與人力資源。政府應該透過國際資源的分配、國際合作與協助來幫助受害者。
Resource mobilisation: Victim assistance programmes need adequate financial, technical and human resources that are both long-term and sustainable. Governments should address the needs of all survivors by allocating national resources and asking for international cooperation and assistance where necessary.

5、回報:國家應該盡力蒐集傷亡人員資料,評估受害者的需要,以提供適切的協助。
Reporting: States must make every effort to collect information on casualties and assess the needs of survivors in order to provide adequate assistance.

Opportunities with the ICBL-CMC

於國際反地雷組織-集束彈藥聯盟工作的機會

In the past decade, the ICBL has made significant progress in creating a landmine-free world by achieving a global ban on antipersonnel mines, helping to increase the amount of mines cleared each year and ensuring landmine survivors receive the assistance that they need. However, our task is large and more work is needed to achieve our goal of banning landmines all over the world.

The International Campaign to Ban Landmines (ICBL) and the Cluster Munition Coalition (CMC) are global campaigns in over 90 countries with more than 350 member organizations. Their main offices are currently in Geneva and London.

The ICBL, recipient of the 1997 Nobel Peace Prize, is recognized as the driving force behind the achievement and ongoing success of the 1997 Mine Ban Treaty. The CMC played the key role in the creation of the 2008 Convention on Cluster Munitions, and now works for its universalization and implementation.

在過去三年,「集束彈藥聯盟」、「國際反地雷組織」與「地雷與集束彈藥監督」有著緊密的合作關係,以確保工作的一致性並增加工作上效率。自201111起,三個組織在同一個法律、財務與管理的架構下運作,以確保工作能更加協同。策略、財務與人力資源皆由一個新的委員會進行監督。在新的架構下,人員職缺也將進行重組。在運作上,集束彈藥聯盟與國際反地雷組織仍是兩個分離的聯盟。在管理、媒體、與通訊、財務、物流與政策部門的員工則同時支持兩個聯盟的活動。
Over the past three years, the CMC, ICBL and their research initiative--Landmine and Cluster Munition Monitor ("the Monitor")--have been working closely together to ensure coherence in our respective work and to enhance efficiency in our operations. Since January 1, 2011, all three operate under one legal, financial and governance structure in order to ensure even more synergy, to have more impact and to streamline cooperation. A new Governance Board is providing strategic, financial and human resources oversight. As part of the new arrangement, there will be a restructuring of staff positions. In practical terms, the CMC and ICBL will remain two separate and strong campaigns with dedicated staff for both. Other staff working on administration, media and communications, finance, logistics and administration, and policy will support both campaigns.

How to apply for an internship?
若實習有空缺,國際反地雷組織將會在網站上公佈(大約每年會有兩次的機會)。多數實習的申請需要附上您的履歷、求職信以及一頁的書寫範本。居住在當地的申請者將會直接進行面試,其他的申請者則可能藉由電話的方式面談。
Internship openings are posted on the ICBL website as they become available (approximately 2 times per year). Most internships require sending your resume, cover letter, and a one page writing sample. Interviews are conducted in person for local applicants and over the telephone for other applicants.

在提出申請後,我將於多久後收到通知?
How soon will I be notified after I fill out my application?

Due to the high volume of applications, only successful applicants will be notified. Although each internship is unique, after interning with ICBL, you will gain greater insight into the inner workings of a nonprofit organization, how international advocacy campaigns are carried out, how to work in a diverse and multicultural environment, as well as everything you ever wanted to know about landmines!

一般而言,國際反地雷組織的職員將於兩個禮拜內通知您。
An ICBL staff member will generally contact you within two weeks.

您希望從事什麼樣的志願工作?
What type of work do volunteers conduct?
志願者將進行一連串的任務,取決於各個辦公室與個別的任務。某些人可以提供法律上的諮詢、編寫活動的小冊或是其他的工作,某些志願者也將參與研究或是協助辦公室行政。
Volunteers conduct a variety of tasks, depending on the office and the specific task they volunteered to take on. Some have agreed to provide legal advice, others have designed campaign brochures and other resources, and still others have done research and helped with office administration.

How often do you need volunteers?
翻譯工作的志願者是一直有需求的,以協助活動文件能提供給不同的成員所使用。其他的志願者則會視情況而定。
Volunteer translators are always needed to help make campaign documents available to all our members. Other types of volunteers are needed occasionally.

在實習期間,我可以增加什麼樣的技巧?
What types of skills would I gain through my volunteer work?
所有的志願者將學習有關地雷的知識,以及認識國際社會在消除地雷所做的努力。志願者除了可以增加在多元、國際且多文化工作環境中的工作經驗,並可以在這個專案中學習不同的技巧。
All volunteers learn about the landmines and what is being done globally to eliminate landmines. Volunteers also gain experience working in a diverse, international, multicultural environment and gain skills specific to various projects.

我可以應徵不同辦公室的志願者嗎?
Could I volunteer in different offices?
‘’實質上的志願者可以在任何地方工作!我們許多的志願者居住於世界各個角落,且許多志願者我們並沒有實際見過面。許多的工作,例如翻譯與設計,您可以在任何的地方進行。
"Virtual" volunteers can work from anywhere! Many of our volunteers are located all over the world and we never actually meet in person. For many tasks such as translation and design you can work from literally anywhere.

在我的志願工作中,是否會有旅行機會?
Is there any travel involved in my volunteer work?
沒有。旅行機會並不提供給志願者。
No. Travel opportunities are not available for volunteers.

志願者是否有優先受雇於國際反地雷組織的機會?
Would I receive preference to get hired at ICBL if I became a volunteer?
不。國際反地雷組織的組織規模並不大,所以並不會時常有職缺。因為職缺相當稀少,志願者與實習者不大可能因此而受雇。
No. The ICBL has a small staff and does not often have position openings. Due to the lack of positions available, volunteers and interns are unlikely to be hired on as ICBL staff.
